Provide tooltips for all items on tools side panel

 Description

Currently (in 0.98.5952), in English UI, the following items haven't tooltips:

  1. range(#,#)
  2. range(#,#,#)
  3. exp(#)
  4. perc(#,#) - it this required at all, given that we have '% unit now?
  5. try(#;#)
  6. all greeks - but this isn't required (though might help learning their names).
