plugins can't be installed again after removing them

 Description

Steps to reproduce

  1. Download a plugin from the extensions manager
  2. Remove the plugin from the extensions manager
  3. Download again plugin from the extensions manager

What happens: an error message appears "the plugin is already installed", installation no more possible (except with manual actions)

What should happen: the plugin should be either re-enabled without downloading or phisically removed and downloaded again
