Hi Valery. It's the same (or almost) when the wet-bulb temperature equals the ambient temperature. The measurement procedure is rather comical; it has to be done close to the equipment, for example, an evaporator, and since we didn't have electricity nearby to run a fan, we would swing it around to make the water in the bulb evaporate. Then, with that data, you can adjust the flow rate of the water pump or better, the speed of the cooling tower fan.
