There is a problem with uploading pictures? Seems to me that I am not able to upload picture...Has anyone encountered this problem recently?

Yes, the attachment dialog is broken (I guess a change in the backend, e.g. where the files are actually uploaded is changed and some redirect is missing), it is already reported here.
