Yes, these are different letters:
cos(ϕ) and cos(φ)
maple() works with φ
This was done to unambiguously convert variables into Greek letters:
maple() function uses implicit encoding of Greek letters:

Just in case that Maxima is an option. Unfortunately, Maxima requires the user to try specialized simplification functions and doesn't provide a powerful generic simplify.
